The Ormond Beach District Masterplan is conceived as an exceptional coastal destination, where a premier wildlife refuge anchors a dynamic community focused on education, research, commerce, and sustainable recreation. At its heart, the plan preserves extensive natural habitats, providing a blueprint for balanced development that both safeguards biodiversity and supports economic vitality.
An essential goal of the masterplan is to foster a diverse, synergistic mix of uses that complement the district’s unique coastal setting. Large scale protected habitats are thoughtfully integrated with educational campuses, research facilities, commercial amenities, and community spaces. Each land use is carefully positioned not only to benefit from the surrounding natural environment but also to reinforce the district’s identity as a hub for innovation and stewardship. As plans evolve, adjacent parcels may be developed as creative office campuses, adaptive reuse projects, expanded research and educational centers, or sustainable residential communities, all in harmony with the overarching vision.
This district wide approach to planning values context and connectivity, rigorously zoning for compatible uses and proactively addressing remediation of existing site challenges. The result is a framework that unlocks new opportunities for public access, ecological restoration, and economic development.
Envisioned uses for Ormond Beach include a vibrant village center, community parklands, a hospitality and conference center, garden restaurant, multi-purpose auditorium, master gardener and demonstration gardens, a UC-ANR academic campus, flexible office and exhibition space, “pick your own” agritourism, a habitat restoration nursery, and demonstration farm, all supported by integrated stormwater management systems.
The Ormond Beach District Masterplan aspires to set a new standard for coastal development, where preservation, innovation, and community flourish together to create a place for learning, gathering, and environmental leadership along California’s coast.
